Who is concerned by the soundproofing grant scheme ?



This scheme is intended to help those living or operating in the vicinity of Strasbourg Airport whose premises meet the following three eligibility criteria:

  • The location: the premises must be on Strasbourg Airport's PSG (Noise Disturbance Map) dated 24/12/03 ;
  • The prior existence of the building: the date of issue of the building permit must be earlier than the date of publication of the PEB (Noise Exposure Map) in force ;
  • Type of premises: the grant is awarded only to premises used wholly or partly as housing, as educational institutions and to buildings used for health and social establishments.

Soundproofing grant scheme:



Since 1st January 2004, the management of the soundproofing grant scheme has been entrusted, by law, to airport operators (in this case Strasbourg Airport), who receive the income from the tax paid by the air companies.Since 1st January, 2005, this tax has been known as the TNSA: "Taxe sur les Nuisances Sonores Aériennes" (the air noise nuisance levy).

Strasbourg Airport thus succeeds the ADEME (Agency for the environment and energy management). It provides grants for acoustic diagnosis and soundproofing work; according to precise eligibility criteria and after acceptance of the financing by the CCAR (the local residents' aid advisory committee), chaired by the Prefect of the Region or his representative.

Beyond the administrative management of applications for soundproofing grants, Strasbourg Airport's mission is threefold: to support local residents in the preparation of their applications (which shall be submitted to the Advisory Commission for Assistance to the Community described in the Consulting Bodies section), inform them of progress and assist them in organising the work in order to guarantee the quality of the work done.

Strasbourg Airport's role is part of a process aimed at controlling quality and conformity every step of the way, in order to make the best possible use of the income from the tax. The priority is to enable more local residents to benefit from the Soundproofing aid programme.
